The Code on Wages

How minimum wages work now

Minimum wages now sit under the Code on Wages, 2019, which replaced the Minimum Wages Act, 1948 and three other wage laws. Four points matter most when you read a state's notification.

In force from

21 November 2025

The Code on Wages, 2019 replaced:

  • Payment of Wages Act, 1936
  • Minimum Wages Act, 1948
  • Payment of Bonus Act, 1965
  • Equal Remuneration Act, 1976
  1. 01

    Every employee is covered

The Minimum Wages Act covered only the scheduled employments. Under the Code, every employee has a statutory right to minimum wages.

  2. 02

A floor set by the Centre

No state can fix minimum wages below the floor wage set by the Centre. Each state fixes its own rates above it, by skill level and often by zone.

  3. 03

    Earlier notifications carry on

Section 69(2) of the Code keeps notifications made under the repealed Acts in force, as far as they are consistent with the Code, until they are replaced. A notification from 2022 can still be the one that applies.

  4. 04

States are moving to the Code

Haryana and Punjab fixed their 2026 rates under section 8(3) of the Code, Telangana under sections 6 to 8, Meghalaya under section 6, and Andaman and Nicobar under section 7. Karnataka and Gujarat still cite the Minimum Wages Act.

Four things to check before you change payroll

Notifications differ in layout and language, but most of them answer the same four questions.

A schematic minimum wage notification: the effective date, zone tabs, and a table of skill levels with basic rate, VDA and total.
  1. 1

    When it takes effect

The effective date can come before the date of issue. Assam's notification of 17 June 2026 applies from 1 January 2026. The 2025 declaration for Dadra and Nagar Haveli and Daman and Diu told employers to pay arrears from 1 April 2025.

  2. 2

    Basic rate and allowance

Most rates have a basic part and an allowance tied to a consumer price index, called VDA, special allowance or cost of living allowance. Some notifications revise only the allowance, as Tamil Nadu's, Goa's and Uttarakhand's in this library do.

  3. 3

    Which skill level

Most states use four levels: unskilled, semi-skilled, skilled and highly skilled. Chandigarh splits semi-skilled and skilled into grades I and II, and Punjab adds staff categories A to D. Each notification defines its own levels.

  4. 4

    Which zone and employment

Rates often change with the area and the scheduled employment. Karnataka has three zones, Telangana separates municipal corporations, municipalities and rural areas, and Maharashtra and West Bengal list rates employment by employment.

FAQ

Questions about minimum wages

Can't find your answer? Ask us on WhatsApp and we'll reply within 2 working hours.

What is the minimum wage in Karnataka in 2026?

Karnataka's notification of 22 May 2026 sets daily and monthly rates for four skill levels in three zones. In Zone 1, the Greater Bengaluru Authority area, the basic rate for unskilled work is ₹899.09 a day or ₹23,376.43 a month. Variable dearness allowance is paid on top. The other zones, and the separate rates for Schedule 2 work, are in the notification in the table above.

What is VDA in minimum wages?

Variable dearness allowance is the part of the minimum wage that moves with a consumer price index. The state fixes a basic rate, then declares the allowance from the average index, often every six months. Gujarat and Dadra and Nagar Haveli and Daman and Diu call it special allowance, and Andhra Pradesh and Telangana call it cost of living allowance.

How often are minimum wages revised?

The allowance usually changes every six months. Delhi and Telangana revise it from 1 April and 1 October, while the Maharashtra and West Bengal notifications in our library cover 1 July to 31 December 2026. Basic rates change less often: Haryana's 2026 rates replaced rates fixed in October 2015.

Do minimum wages now apply to every employee?

Yes. Under the Code on Wages, 2019, in force from 21 November 2025, every employee has a statutory right to minimum wages. The Minimum Wages Act covered only the scheduled employments. No state can fix its rates below the floor wage set by the Centre.

Is an older notification still valid?

It can be. Section 69(2) of the Code on Wages keeps Minimum Wages Act notifications in force until replaced, as far as they are consistent with the Code. Check the date in our table, and ask us if you are not sure whether a later revision applies.

Which zone and skill level apply to my establishment?

Each notification defines its own zones, usually by municipal limits or district, and its own skill levels. In Karnataka, Zone 1 is the Greater Bengaluru Authority area, Zone 2 the other city corporations and all district headquarters, and Zone 3 everywhere else. A job the notification does not name goes in the level it most closely matches, as Punjab's notification states.

Can NK One check our wages against the notified rates?

Yes. Our compliance audits cover minimum wages, and our contractor compliance work checks them for each contractor. If we run your payroll, we run it on your structure at the rates that apply. Send us an enquiry with your states and headcount.
